Getting a driver’s license in California is a multi-step process designed to help teens gain experience before driving independently. This process is called Graduated Driver Licensing (GDL), and it includes three key stages: permit, provisional license, and full license.
At Beach City Driving Schools, we guide families through every step. Here’s a breakdown of California’s GDL laws and what they mean for your teen.
1. Learner’s Permit (Minimum Age: 15½)
To get a permit, teens must:
Be at least 15½ years old
Complete a DMV-approved driver’s education course
Pass the written permit test at the DMV
Be enrolled in or have completed driver’s training
Permit restrictions:
Must drive with a licensed adult who is 25 or older
No driving alone at any time
Hold the permit for at least 6 months before applying for a license
Complete 6 hours of professional training and 50 hours of supervised practice (10 hours must be at night)
2. Provisional License (Minimum Age: 16)
After meeting all permit requirements, teens can take the behind-the-wheel driving test.
Provisional license restrictions (for the first 12 months):
Cannot drive between 11 PM and 5 AM
Cannot transport passengers under 20 years old unless accompanied by a licensed adult age 25 or older
Must follow all traffic laws. Any violations can delay full license eligibility
3. Full License (Minimum Age: 18 or after 12 restriction-free months)
Once a teen turns 18, or after holding a provisional license for 12 months without violations, restrictions are lifted. The driver may then operate a vehicle without time or passenger limitations.
Why GDL Laws Matter
These laws are not just rules. They are safety measures. Statistics show that teen crash rates drop significantly when teens gain driving experience gradually. California’s GDL program gives teens time to build skill, judgment, and confidence behind the wheel.
